This quest is available if you have completed the quest Through the Maelstrom.

Starting the Quest

Talk to Minfilia in the Rising Stones in Revenant's Toll in Mor Dhona to begin the quest. There will be a cutscene.

Speak with the Refugees

Exit the Solar. Go south and check on the Exit to Revenant's Toll to leave the Rising Stones. Talk to the Draggle-tailed Refugee by the bar. There will be a cutscene.

Search for Alphinaud in Ul'dah

Go to Ul'dah and use an aetheryte to go to the Adventurers' Guild. Go west and up the stairs to the Quicksand. Speak with Alphinaud to complete the quest. There will be a cutscene.
