Although Tataru reports that Alphinaud is wounded, you find him none the worse for wear. However, the refugee situation in Ul'dah is deteriorating.

Requirements

This quest is available if you have completed the quest The Great Divide.

Starting the Quest

Talk to Alphinaud in The Quicksand near the Adventurers' Guild aetheryte in Ul'dah to begin the quest.

Speak with Raubahn

Use an aetheryte to go to the Ul'dah Aetheryte Plaza, then go southeast through the hallway, then go southwest to reach the Hall of Flames. Speak with Raubahn. There will be a cutscene.

Speak with Swift

Talk to Swift, who is standing nearby.

Speak with the Brass Blades at Lost Hope

Go to Black Brush Station in Central Thanalan and go northeast to where the orange arrows are pointing in the minimap. Talk to Amalberga and Leofric.

Speak with Zazawaka

Go northeast into the cave and talk to Zazawaka.

Speak with the Terrified Refugee

Talk to the Terrified Refugee nearby.

/soothe the Terrified Refugee

Target the Terrified Refugee and type /soothe or /soothe motion (the second one will not display a chat message) to complete the quest.

Next Main Scenario Quest

After you complete the quest, talk to the Terrified Refugee to accept the next quest: Shock and Awe.
