After you defeat the armed refugees, including the twin swordsmen, the terrified refugee suggests that you pay a visit to Stonesthrow to seek the merchant who has been spreading dissent.

Requirements

This quest is available if you have completed the quest Shock and Awe.

Starting the Quest

Talk to the Terrified Refugee northeast of Black Brush Station in Central Thanalan to begin the quest.

Search Stonesthrow

Go southwest to where the orange arrow is pointing in the minimap. Talk to Ele to proceed. There will be a cutscene.

Search for the Merchant

Go southeast to where the orange arrow is pointing in the minimap. Talk to the Mistrustful Merchant. There will be a cutscene.

Speak with the Stone Torch

Talk to the Stone Torch nearby.

Report to Swift

Go west and then south to enter Ul'dah. Use an aetheryte to go to the Ul'dah Aetheryte Plaza, then go southeast through the hallway, then go southwest to reach the Hall of Flames. Talk to Swift to complete the quest.

Next Main Scenario Quest

After you complete the quest, talk to Swift to accept the next quest: Revolution.
