This quest is available if you have completed the quest When We Were Free.

Starting the Quest

Talk to Papalymo in Southern Thanalan to begin the quest.

Deliver the Sack of Gil

Go southwest and enter the gate behind the Brass Blade, then go to the quest icon on the map and talk to Talebot. Hand over the Sack of Gil.

Speak with Alphinaud

Talk to Alphinaud to proceed.

While Wearing the Weathered Outfit, Speak with Alphinaud

If you lose the Weathered Shepherd's Tunic and Weathered Shepherd's Slops, talk to Talebot in Little Ala Mhigo to get another set. Equip the Weathered Shepherd's Tunic and Weathered Shepherd's Slops, then go northeast through the gate to go outside, then go northwest to the quest icon on the map and talk to Alphinaud. There will be a cutscene. It makes reference to the Seventh Umbral Era Main Scenario Quest He Ain't Heavy (level 27). You can review the information about this quest by going to your Quest Journal (Main Menu > Duty > Journal) and clicking the "Complete" button in the corner.

Speak with Alphinaud Again

Talk to Alphinaud to complete the quest.

After you complete the quest, talk to Alphinaud to accept the next quest: One Life for One World.
