You can start this quest in Korok Forest after you complete Trail of the Master Sword. Talk to Kula to start the quest.

How to Complete the Quest

You will find the whirly water circle in Lake Hylia. After you show the picture, Kula asks to see a swirly sand circle. You can find these in Gerudo Desert.

Kula gives you 5 Endura Carrots.
