After you complete the quest Ruffian-Infested Village, you can talk to Ralera in the western part of Lurelin Village to start the quest.

How to Complete the Quest

Cook Seafood Curry, using the ingredients that Ralera mentioned: Hylian Rice, Goron Spice, and a Porgy. You can purchase Hylian Rice in Gerudo Town and Hateno Village, and you can purchase Goron Spice in Goron City, and you can catch Armored Porgy and Mighty Porgy in the water here in Lurelin Village.

Talk to Ralera to give her the curry, but then she will say that she feels too hot. You can attach a Korok Frond to a weapon and swing the weapon in her direction, or you can hit a Zonai Fan and hold it up to her, for example.
