Go to Moorabella and the Head Editor will interview you. Choose the last option in the list. Be sure to pay attention to the location where the Editor says to go; it's random.

Once you are at the location, you will have to fight a random rival clan. The objective is to protect the Head Editor and defeat all foes. Summoning Scions is forbidden. To summon Scions, you have to equip special items. These items will show an Action Ability but no associated job. If you do not have any such items, you can't summon Scions, so you won't have to worry about breaking the law.

Be sure not to let the Head Editor get KOed, or you will fail the quest.
