How to Complete An Earnest Multitude

Accept this quest in Fluorgis. Then walk to the quest location in Fluorgis, and choose the first option in the list. Take an airship to Moorabella and go to the quest location there, and do the same thing. Then walk to Targ Wood and do the same thing.
