Go to the Starmie
Go northwest from Bleu Pokémon Center in the southwest part of the city. Use the Holovator (unlock it by completing Side Mission 092: The Beldum Blockade). Then go clockwise around the rooftops to reach the mission location.
Battle Phillipe
Philippe of the Rust Syndicate has a level 56 Steelix, a level 56 Scizor, a level 56 Aggron, and a level 57 Skarmory that he Mega Evolves. You get 3648 Pokédollars for winning.
Go to the area down below and walk across the scaffolding bridge to reach the Starmie. Approach it to start the battle.
Battle the Mega Starmie
The Mega Starmie will try to jump into the air and land on you and do a water attack around itself, so keep an eye on it and run away from where it is going to land. It can also charge up an attack where it dashes very quickly toward you, so keep running circles around it while not staying close to it to avoid this.
When its health reaches 50%, its attacks get stronger. It will run to a side of the area, then shoot a beam of water at you, so make sure to run circles around it after it runs to a side. Sometimes it will jump into the air and try to land on you and do a water attack around itself, which is larger than before, so run away from where it is going to land.
Afterward, you get Starminite.

After You Complete All Three
After you defeat the three Mega Evolved Pokémon, go back into Hotel Z. This begins Main Mission 35: Reaching Rank A
