How to Unlock Kamil
You need to unlock Sakura Country before Kamil can be unlocked. Then, in Spring of Year 2 or later, go into the Trade Depot on a sunny day.
White Flower Event

Kamil had to leave his hometown to learn more about flower arranging, but he feels homesick.

Kamil is determined to pursue his dreams, and his friends and family support him, but he finds it difficult at times. Kamil is worried that you think he's a wuss for being homesick, but you tell him that you don't think so.

Confession Event
In this event, you give Kamil a Ring to confess your love to him.
