Elayne strips the prisoners--Elenia, Naean, and Arymilla--of their titles and estates, then offers to give the Cairhienin nobles Andoran estates, hoping to avoid rebellion by showing that she will not take the Sun Throne by force. She suggests to Elenia and the other prisoners that there will be opportunity for them to establish new Houses in Cairhien.

Elayne gives the High Seats of Cairhien one hour to make arrangements for her to take the Sun Throne. She hopes that she has convinced the Cairhienin nobles to support her bid for the Sun Throne by offering them positions of power where they could potentially topple Elayne and win both thrones for themselves.
